It makes sense as it is. But the problem is it's a pretty weird solution to "how do we have an interactable AI for the Pokedex?" There were easier ways to do that that didn't open up stuff like having a Pokemon around you that isn't actually a Pokemon in the sense of one you can use for example. I don't really care and it's not the end of the world. Just feels like they took the hard way out for not much more benefit besides I guess more personality. This could be a good excuse for adding "daily quests" to the postgame.
Rotomdex tells you every day to go to some place and do something and in exchange you can get vitamins, battle items and other stuff that could be useful for competitive battling. Maybe somehow work in a more streamlined way to get pokemon with desirable IVs and natures.
