If they didn't drop its speed and they had made it an Electric/Fighting-type, then it may have been good. But only for being a Fighting-type, at that.

The main purpose is in double battles to protect an ally pokemon from electric attacks. However, M-Sceptile already fills the niche of "Volt Absorb pokemon in a double battle" really well, so giving it to Raichu would just be kinda pointless.

Raichu is already way better than Mega Sceptile in VGC since it does not need to use a mega slot for Lightningrod support so it shuts down Thundurus-I's parahax. It also gives Fake Out and Encore pressure, Feint protects and dual guards, Nuzzle and OHKOs most Primal Kyogre and Yveltal variants with Zap Plate Volt Tackle.
Doubles is pretty much Raichu's best format.
