Articuno may be easier to awaken and there is a lack of tanks in the 17-18 quality bracket but Ho-oh skills are absurdly strong.

Articuno is a tank of tanks who can usually stall out battles
Ho-oh is a ranger that does Charizard's job better, minus penetration

Swap Venus for ho-oh then because articuno would be too much tank and not enough damage. A purple awoken ho-oh will make all enemies come in at 80% health
