Pansear is supposed to learn Flame Burst at level 22 or 23 according to multiple online sources but mine is level 23 and hasn't learned it.
Please help, Incinerate does fuckall for damage and grinding this weak faggot is making me lose my mind. This is a Black Nuzlocke btw and I'm about to face Burgh. Currently my Pansear has Cut/Incinerate/Bite/Yawn and it's not helping.

Does Black 2 have different learned moves than Black 1? I'm playing Black 1.

no they have the same learnset and levels. You probably just missed the move learn option upon level up. There's no other explanation.

There's no way, I was grinding him at level 21 waiting desperately for the move, nothing happened at level 22, I assumed I misread the page and that he learns at level 23 instead
