I don't think HP is broken but it's definitely the worst attack in the game right now as far as negative influence on the game is considered.
It gives special attackers an access to any clutch coverage move they could possibly want, while no similar move exists for the physical attackers (lolnaturalgift). Think how much less annoying Thundurus would be if it didn't have access to Hidden Power Ice. Or if countering Serperior didn't depend on you guessing what kind of Hidden Power it's running.
Moreover, Hidden Power contributes heavily to people hacking in mons as opposed to just playing the game normally. Getting a correct HP legendary with perfect or close to perfect IV spread is borderline impossible to do in a reasonable amount of time.
If removing IVs isn't an option I think removing the move Hidden Power from the game would be the second best thing GF could possibly do
