legendaries are only listed as unknown for breeding balance reasons. It's heavily implied in the anime that they're are male and female legendaries,

I always kinda figured lore-wise it was because they were legendaries - no one has been able to study their biology long enough to really find out what gender they were. Obviously they'd have a gender but something to set the two apart like pikachus tails.
