Since I know some idiot's going to post Lucario, the reason it's a Steel type is because it has "a heart and fists of steel," as denoted by the metal spikes on its hands and chest. Lucario's whole thing is about being just and valiant or whatever.
The Justified ability was probably even made with Lucario in mind, although Steel no longer resists Dark.

Pokemon looking much less like dragons than Ampharos have been given dragon typing, and pokemon looking much more like dragons than Ampharos have been given non-dragon typing.
But while we're on the subject, let's bring up an oldie but a goodie -- Dodrio. It has no wings, yet it is flying type and learns fly. Also, Gyarados. Doesn't learn fly, is a flying type. Looks like a dragon, not even its mega evolution is a dragon.

Both of those were g1 pokemon, and so since the foundation of typings and everything hadn't been settled yet, there are some weird things about g1 pokemon

Well it's also based on a windsock so, they kept the water typing and just added flying on the evolution. The most logical reason thoughwas probably for balance issues. They wanted dragon types to be rare and getting one so easily and it evolving so early would have been pretty overpowered.
