Pokemon world does not take place on earth so who even knows if they would view race the same way or call people black, white, etc.

Because gen 5 and 6 were based in America and France, they based the NPCs around the demographics meaning there are more characters with dark skin, plus the "tourists" look like they're Asian, which, in pokemon world, means somewhere based in japan (so the first 4 gens).

My point is race exists in the pokemon world because of real world basis in the locations but doesn't necessarily have the same connotations as race has in our world, so white, black, Asian, etc. might not even be concepts.
