You should really research Banette OP. Look at the base stats, and the ability. I think you'd be better off giving a different mon the mega stone.

I played sapphire a lot back in the day. go to slaves were azumarill for strength/surf/waterfall or sandslash for cut/rocksmash/dig/strength

Linoone not only gets Pickup even after Evolving, it can learn Cut, Surf, Strength, and Rock Smash which are all needed to navigate Hoenn.
With Soaring you dont need a flier, but if you want one Skarmory or Altaria suffice. Flash isnt needed but you can probably find someone to use it; its a TM anyway

Sharpedo. Gets Surf, Waterfall, Dive, Strength, Rock Samsh, and I think Cut as well.
It also interacts with Surf and Dive specially, it is much faster than any other pokemon.
