First of all, Porygon isn't native to anywhere since it is an artificial Pokémon
Second of all, Sudowoodo is native to Johto considering you catch it in Johto. Just because it's not in tall grass but as the strange tree doesn't mean it's not in Johto. Same with Snorlax.
You're also missing a few, such as Lapras being able to be found in Sinnoh Victory Road and Unova Village Bridge.

It's a list of Pokémon not found in the wild in the region they were introduced alongside, but are found in the wild in another region. I guess Snorlax and Sudowoodo are being special cased here because of their one off encounters.
