It's nearly fucking impossible to balance the game around XP share.
I did a run of Emerald recently where no xp from wild battles from allowed. It was actually quite hard, especially at Winona. Do the same thing in XY with xp share on and you'll still end up overleveled, and if you don't use it at all everything will tower over you in levels soon.
Currently doing another run in FRLG. Nowhere near as difficult so far, but I did only really train 5 Pokemon for my party, largely because Dragonite is a fuckhuge XP drain and levels and thus xp yields are lower. I managed to train a Salamence for my Emerald run and have full party at the same time.

I recently did a run in X where I had EXP Share on the whole time, not trying to skip any fights but not going back should I happen to sneak by a trainer by chance, and was still underleveled at the end.
Really, the answer is turn it on and off as needed if you feel you're getting too over or underleveled.
