No. A burn move that doesn't have shit accuracy is needed in the metagame. Its only 80BP as well, very reasonable.

The only issue with Scald is that it suddenly makes Water pokemon just as good if not better at inflicting Burn than Fire types.

Yes. Either it's chance of burn needs to be reduced to 20 or 15% or it's BP needs to be reduced to 50 or 40. Right now, there's no reason to ever use Surf over it.
