Up until Gen IV you could count on one hand the number of times a gym leader appeared outside of a gym. There was no exposition on the character other than their gym sign and an opening line.

Hoenn's Gym leaders were handled too plainly in the anime in hindsight. Especially the girls.
Johto on the other hand, made Whitney such a bro I wish she joined the cast on some fun and adventure. Pryce could have had some depth but his story was handled shittily.
