In Rowlet's pokedex entry is states that they throw their leaves from afar. In Litten's it talks about their coats having a flammable oil that ignites when it's time to shed their fur.
Fire breathers spit oil in order to make their flames. Fire eaters touch the flame with their tongue to extinguish it. It's not really a reach.

It's more like it's a water seal and it needed something more to its concept considering we've had 2 other water seals, 3 if you count Samurott. Rowlet was a grass owl and Litten is a fire cat and didn't really need anything else to make them distinct, though I think Litten is supposed to evoke a stereotypical halloween-looking black cat. They will gain secondary themes and motifs as they evolve almost certainly. They don't have starters just get bigger anymore.
