It's pretty simple. You're a child who loves Pokémon. You want to raise them with love and care and make best friends.

Other trainers don't give a shit about that. They raise them the way you tame a wild animal. Plus those other trainers raise Pokémon for different motives as a kid.

I guess because the idea is they'd fight with the whips. I'm pretty sure the idea that trainers would fight was dropped well before art assets like trainer sprites were designed though. It sounds like something they were spiralling during conceptual stages and dropped in the conceptual stages because it undermined the whole point.
