Psychic and Ground weren't a part of the original Gym badges. It was actually Bug and Fighting
1. Mystery Boy - (probably in Viridian)

The original Elite Four was then: Ice, Ghost, Psychic, and lastly Dragon.
This would give each type its own representation among the gyms and the E4, except for Ground.
However, for whatever reason, Sabrina was replaced with Chuck. And the idea of an early Viridian gym was replaced with Giovanni.
The designers/coders left the Fighting gym in the game, but without a badge.

Where the fuck do you get that the Fighting Dojo and Chuck were originally inteded to be the leaders instead of Sabrina? Sabrina is among those early sketches.
Sabrina's and Koga's badges are swapped.

She's the only leader, barring Giovanni, who isn't numbered. The numbering ends at Blaine.
The Dojo being a gym was added to support the theory that each type would get a representer in the form of leader or E4 member. I think Gamefreak realized Sabrina as an E4 member was too much. Can you imagine one or two level 50 Alakazam's spamming Psychic? So, they added Bruno, and instead of getting rid of the Dojo, they added a side quest. Why else would there be two gyms in one city?

Koga was a ninja, not necessarily pure poison. He specialized in paralysis, hypnosis, barriers, poison, minimization, trick moves, etc

I could understand if Koga himself had a Psychic or two...but his team is actually all Poison. It's just that all his cronies use Psychic types except a couple that have Sandslash and Arbok. Really upsets my autism it does.

As far as I can see we don't know if she was numbered or not since the picture is cut short. I find it more likely that she might have been intended as the 8th gym leader instead. You can pick between fighting Sabrina and Blaine first in the final game too, if Giovanni wasn't a gym leader then having Saffron as the final destination makes the most sense from a narrative standpoint.
Also the kid covering three types seems extremely unlikely to me. Then he's just not a type specialist at all, like Blue. Either way, having the Sabrina as gym leader and Bruno as an E4, or Sabrina as an E4 and Chuck as a gym leader doesn't matter at all. I still fail to see where Chuck gets into the picture anyway. Also you need to remember that GF likely wasn't aware of how overpowered Psychic was, the Ghost matchup was a bug afterall.
