The region was designed and drawn out BEFORE they designed Johto, first of all. They handed out maps at SpaceWorld before scrapping it entirely.
During the development of Gold/Silver, and Ruby/Sapphire, and even Diamond/Pearl, they were known to have, and admitted themselves, to taking bits and pieces of the scrapped California-based region for inspiration in the design of both regions.
You can even clearly see the inspiration for Mt. Coronet in the map.

Basically the region was going to go like this.

>Sacramento Gym Leader is Mayor and Architect for the City that Specializes in Steel(Magnemite, Arron, Durant)
>Head west from there to San Francisco inspired City
>SF Gym is young girl who is archeologist in training, specializes in Fire(Darumaka, Vulpix, Growlithe)
>Route 101 is Closed so you head Head west to rest town by Yosemite
>Go through Yosemite to Mammoth Lakes inspired town in Mountains
