Should priority be nerfed?
How about just abilities that give priority?

I like the idea of priority getting rid of mons that have boosted a lot.
Then again, it would probably be more balanced if it gave a speed multiplier for every level of priority.

I feel like non protect-esque priority moves should function as a 50% speed boost for that move that turn. Just a +1 speed boost for the move. So a max speed greninja Ice beam would always outspeed Trick room Conkeldurrs mach punch. This is almost the only way to nerf priority without completely dragging it through the dirt. Special cases for sucker punch and extremespeed obviously.
But ice shard, bullet punch and mach punch, etc should just be a 50% speed boost when taken into turn order. Not always going first.
