Bibarel learns the trickier water Hm's, and is actually beefy enough to maybe threaten an enemy with Strength or Waterfall.

Linoone gets no HM's Bibarel doesn't, and can't learn Waterfall or Dive, but gets Pickup, which lets it give money, pokeballs, and the occasional TM to you.

Linoone has another flaw, however. It is outperformed in its own game by either Tropius or Sharpedo. Bibarel is a rock solid HM slave, regardless of game. I brought one into SS, White 2, and X, where it performed admiribly each time. I wouldn't take Linoone into any game I could take Bibarel into.

I vote Bibarel.

One that knows the three (well four total) water HMs.

And one that knows the four other HMs.

So, one Water-type, and Tropius.
