What is the point of the Pokedex? Pokemon and Humans have been living side-by-side for all of known history, are we to believe Oak needs a 10-year-old kid to go out and discover fucking Mankey or some shit?

Almost every Pokemon in existence, outside of specifically legendary Pokemon (though some Pokemon labelled mythical or legendary are owned by trainers) is owned by a Human, is partners with a Human, works for Humans, etc.

The only person "discovering new Pokemon" is you, the player. There is no in-universe explanation for this shit.

Also, I believe it's less a cataloging undiscovered pokemon but rather determining what pokemon are still in the region and which have migrated to it.

After all, the dex between bw and bw2 is fairly different but only 3 years apart.
Similarly, Kanto gains several new mon in Gen 2.

And after the events of the box legendary, Hoenn gains literally hundreds of never before seen in the region species migrating in.

Think hard about your daily life, can you name all the species of birds you see on a daily walk through your town? What about plants? Can you, honestly, name every species of plant you see day to day? nah, brah humans don't notice anything they don't have a reason to notice.

In the real world, birders and herpetologists have "life lists" where they keep an eye on all the rare birds and reptiles they see. Some of them travel the same sections of the world season to season and actively track the population of an animal. They know about (most) the habits and nesting patterns of the animals in questions but they don't know populations or how humans encroach on the animal through urban sprawl or whatever. IF they were 10-year-olds you could trust and they whole-heartedly believe they're making a difference, why not use them as unpaid research assistants? OR maybe they aren't using the data from the children, but using it as a teaching tool.

Alternate answer, part of the pokemon war theory is that the pokedex is a census of what species are left after the war.

This guy gets it. Sure, we know about the Pokemon: that's why Dexter is able to fill in the details for you once you catch them. They are all pretty well-described and catalogued. It's a matter of determine what is where, and how many, and how often. That's the part that seems to change, not the actual pokes themselves.
Besides, while most people train and have a couple Pokemon, nobody in the Pokemon (game) universe has caught them all. It would be a monumental achievement, and a worthy goal in the eyes of any aspiring trainer. It encourages them ( you, the player) to search, explore, train, breed and fight so that you can discover all that's out there. And during that time, you learn that the Pokemon world is always evolving.

I've always hated people like this. It's like they can't see the point being brought up or really even understand the concept of a fictional universe for being so stuck in the one they live in.

Pokemon isn't a hypothetical universe to mentally toy with or play around in make-believey-wise to them, it's just a thing that exists in reality. It is what it is, and is so because it's restrained to the rules of the reality it resides in. 'It's not a fictional world that could be anything the creator wished. It's a video game, so it does game things. Obviously.'

The Pokedex made sense in Gen 1 and 2. It was the first time anyone had seen Pokemon... they seemed to be as new to the Pokemon world as they were to us. It was useful to have a catalogue of the creatures which documented information on them which was relevant to the game (such as cry, name, and area). It was also interesting to describe them a bit (the entries) since nobody knew anything about these creatures. They added to the intrigue and lore. There was also not very many sources to look for information on Pokemon because the internet was in its infancy and it hadn't become incredibly popular yet.

At this point, they aren't that necessary because of online and because of all the experience. But on the other hand, more and more Pokemon are being added and the Pokedexes now contain more information relevant to within the game than for our interest. You can tell because they keep recycling older Pokedex entries from previous generations, but Pokedexes now contain much more information about Pokemon themselves.

They're handing these out to untrained children, not trained field operatives. There's got to be a reason for that.

Handing them out blank drives that point home even more so. It's like they don't want them coming into the situation with a single shred of foreknowledge.

Which makes me think confirmation bias must be a huge problem while taking their migratory censuses.

It's also of note that for a biologist to have live specimens of every species at the ready for any research he wants to conduct would be a massive boon, since he'd never have to worry about transfers or permissions, and is likely the reason Oak and the others emphasize you catching one of every species for them, not just having seeing them.

Though some in recent gens have been satisfied with just sight, showing them not to be as ambitious, to already have such access, or perhaps are just focused in different fields of biology.

Sycamore for instance doesn't care about bag and tag, just sightings, but is also mostly interested in mon/trainer interactions and megaevolution.

You are not discovering Pokémon per se, you are documenting and reporting your findings like any other research, everybody knows a gallade, but it may be a secret of how to get one, or which moves do they learn, what are their typing, etc. Maybe it is something very few people know and this is part of your task, I like to think that even you record where you can find the Dawn Stone and such details.
You will discover a few pokemon who everyone thaught were extinct, or believed to be mythological.
Those are findings no one common in the region has unless it is a specialist I.E. Dragon Tamer, Ace Trainers, Bug Maniac, etc, but still, they are only limited to their own specific field of study.
But w/e it is a child's game I just wondered those things because I'd like to see a more "young-adult-esque" anime in which they take on these details.
