Unlike other games, Ruby and Sapphire's National Dex is unlocked when you are given by trading a Pokemon that it's not available on Hoenn Dex, so people had to wait until FR/LG and Orre region games (If you trade a Pokemon to R/S from Colosseum/XD the National Dex is not unlocked)
