My friend is playing ORAS and he had only Terrakion to catch. Yesterday (Monday) he changed the in game time to go back an Hour to catch Uxie, but he couldn't find Uxie, and today he is supposed to catch Terrakion, but he won't spawn. Is there something wrong?

That may be the problem right there. Some time-based events will not occur for 24 or 48 hours (I forget which) after the clock is changed, specifically to prevent that sort of "cheating."
Just wait it out, and they'll appear next time they're supposed to.
