Gamefreak won't fix the thing. The same applies with Megas/Primals having no number and so on. To be quite honest, in the anime, they are ignorant to foreign Pokémon to the point it worries me. It's going to happen eventually. Masuda said it's likely to happen once he retires (which is pretty much after SM). And they already tested the waters twice and they're still going strong, so it's definitely a possibility. The fact that they're going to cash in on the mobile market hard soon is a good indicator we could be going the way of DLC/Microtransactions, and what better way than to make all the normies buy their 6IV Charizards for $2.99?

They're not clones. But, pokemon does establish patterns of different types of mons. The most recognized would be things like regional bird, pika clone and some of the things gen 5 did. But there's also stuff like having 2 lines that are tiny useless fish that through effort and virtue become something greater. It's not anything negative or lazy to pay homage to previous pokemon when designing new ones. Even if that is a Pokemon that will play a similar role in the game but be conceptually different, like the two stage midgame poison linss of Muk and Swalot. Pokemon does it all the time, for huge chunks of every pokedex. It's what gives every pokedex a similar structure and progression of new mons you see some kind of similarity between every gen.
