Why not just make steel type effective against dragons?
steel would be op
Steel was already strong and had to be made weaker. Plus, depending on the story, a normal sword may not actually work on a dragon. I'm sure there's more then one where a weapon needs some kind of special property to fight dragons.
A one off steel move that works like freeze-dry but for dragons would probably be fine, though.
fairies introduced, dragons were nerfed, steel was buffed. Why not cut the middle man?

Because it's a defensive Type by nature that already got a good offensive buff when Fairies were introduced, now you want it to resist Dragons and hit them for SE? There's a downside to every Type, why should Steel be an amazing defensive Type plus an increasingly viable offensive Type to boot? It's fine with just the resist.
Why are you even talking about Steel buffs anyway? They're in the top 5 best Types right now. So many other Types deserve a buff, especially Ice.
