Zangoose can be taught Thunder Wave in Gen 3 with the move tutors. In Gen 4 onwards, as a TM, it can't.

Quite a few pokemon cries are exactly the same but with a little warping for gen 1 pokes. Examples being Charizard and Rhyhorn, Vileplume and Aerodactyl.
Even though this was done for limitation purposes on the GB, Gamefreak has never created new cries for pokemon with duplicate cries when games were made for stronger systems.

Gen 2 is similar; it has more cries than Gen 1 but it still reuses some, like Girafarig and Porygon2. They did edit a lot of older cries in Gen 6 though (to my dismay; Raichu's older cry is much better than its newer one, even though Pikachu gets the fucking voice treatment).
Another Gen 2 fact, if you transfer a Surfing Pikachu from Gen 1, and Surf with it, it still has a special sprite.
