Naw it's not a koi, it's probably meant to be one of the less gold-lookinf species of goldfish, keeping in line with Goldeen.

Either way I totally disagree about the patterns not intentionally looking like hair. It's definitely intended to, and they even gave it marks under its eyes like it hasn't been getting its beauty sleep. For whatever reason, they intentionally tried to make this pokémon ugly. I'm sure of it.

It was, under its pre-evolved form, the first shiny Pokémon I encountered in the wild (so no Safaris and events like Gyarados or Haxorus). I've been playing since Red and only met this guy in X, so I kind of have a sweet spot for Seaking.
