Definitely fake. Final forms for fire starters aren't allowed to be quadrupeds. Their first form or second can be, but the moment they hit 36 they need to stand on two legs.

When I first saw it, I felt like it confirmed beyond a shadow of a doubt that they were all fakes. However, the more I think about it, the more likely it being real is to me. I really wouldn't put it past gamefreak to keep litten with a design like this, especially with all the bitching about bipedal fire starters.
