Is it possible to make a pokemon with parental bond that's actually balanced?
don't give it any fixed damage moves and make its attack stats shit.
Same way they balance Pokemon with Huge and Pure Power

Parental Bond is a 50% boost, so any move with 80 power has an effective 120 power, which some moves have unmodified. Some types like ghost, bug, grass, steel or special flying (outside of hurricane) and physical ice moves don't have a lot of moves above 80 base power, so that works out to a similar effective power as a pokemon using moves like hydro pump, close combat, fire blast etc. That doesn't even touch on pokemon that do have power boosting abilities in combination with high power moves like sheer force or tough claws.

I imagine Girafarig could pull off Parental Bond and just be good, not OP.

They really should introduce a reskin called "Teamwork" or something about inner balance. That way all the multi-headed Pokemon have something nice. We already have a precedent set for reskins with Pure Power/Huge Power.

It's amazing how brokenly bad Ledian is. Even though it learns I think 3 attacks I still don't know if it would be enough when your opponent can one shot in retaliation. It has Power up Punch and Baton Pass though so you could at least pull something with it after that.
