As long as Quagsire has an ice move there's nothing to worry about. Even without any EVs, Quagsire can survive an Outrage from his strongest Dragonite. It's as simple as stalling out for a few turns with Hyper Potions until it confuses itself, and then hitting it with Ice Beam or Blizzard to knock it down.

Not that guy but I always try to keep my levels lower than my enemies so I don't steamroll everything. Even with four normal types and two other pokemon weak to hawlucha I still managed to beat Diantha first try despite being low 60. I don't get why people need high levels and good type coverage to beat the game, save it for competitive and just you what looks cool.
