Not to mention how easy Team Flare was. Again, none of the teams were very hard, but for fuck's sake, Lysandre only has four pokemon, two of which only have three moves. Not to mention that their goal was just "kill everyone" without any real thought or reasoning put into it. Even in Diamond and Pearl, the leader guy was at least kinda intimidating and he had a goal in mind. A crazy goal, but a goal none the less. Lysandre just comes off as a crazy artsy goofball that only serves as a mild annoyance.

Giovanni has 4 Pokemon aswell as final boss, the guy from Jotho (whats his name?) as final boss has 3 pokemon. Maxie and Archie both had 3 pokemon in RSE, they have 4 in ORAS. Cyrus has 4 pokemon in DP, 5 in Platinum.

For having such a large regional dex, Team Flare certainly likes to use a very small subset of pokémon.

I think ORAS was the only game with memorable admins. Usually they're pretty interchangeable outside of a minor quirk. I think Charon is the only other one I specifically remember off the top of my head.
