They should just be key items, or regular TMs that have overworld function, like Headbutt, so that you can apply them when needed, and replace them when not. I know that's clunky as fuck in comparison to just having key items, but I'd be willing to make that concession if it meant getting rid of the undeletable nature of HMs. And why the fuck is Rock Smash so weak? A move that shatters boulders should be one of the stronger Fighting moves.

They're so you can restore your Pokemon quickly in dungeon areas where you can't go to a Center or rest area immediately. Especially useful in Gens 3-4 if said area has trainer battles/wild mons that inflict poison.

Delphox could have gone in another direction and could have had a better design but whatever. Delphox has no moves or at least not enough for being a wizard. It's an extremely mediocre pokemon with nothing special about it in battle.
