In case someone reading this doesn't know, it's easy now to do. All you need is a modded/moddable 3DS (which means any 3ds on 10.6 or lower) and TWLSaveTool.
If you updated you're an idiot, sell your 3DS and get a moddable one.

Go to system settings. If it says "11.0" then the only way to mod it is by hardmodding it (opening it up, connecting it to your PC).
If it says anything else, you can mod it easily.
Note that if it's 10.6 or 10.7 you'll also need either:
-OoT3D/PSMD and a friend with an already modded or 10.5 (or lower) 3DS
-OoT3D/PSMD and a device to edit its save

All of the gen1 ones are ok. Chikorita is great, the other two gen2 starters not really. gen3 starters are good. Piplup is great, the other gen4 starters not really. All of the gen5 starters are great. I don't like Fennekin much, Froakie and Chespin are ok. Rowlet and Popplio are ok, Litten is great.

Oh, you mean the kys from B2W2. I assume it uses local connection? Sadly I can't help you, though I doubt there's an emulator that supports conncecting from DS to a DS emulator locally. Maybe if you use two instances of the emulator on the same computer then it's possible since other emulators do it like that, but I don't know about the DS.
