Like the large majority of ORAS, pointless. At best you could presume its so you can use fly to leave, but that's what fucking escape ropes, dig and teleport are for.
A lot of ORAS is just a series of 'why?'s. Why is Mauville an inferior Lumiose clone now? Why remove the Abandoned ship? Why is Sky Tower a pile of shit now? Why is every route zoned? Why is pokeblock making removed? Why are contests single-player only? Why is there no Game Corner replacement?
It just keeps going. And unlike XY you can't use the 'its only the first game of the generation + lots of man-hours spent on making 3D models. :^)' excuse

Building off ideas briefly mentioned in the original RSE with Watson's plans to expand the city he never got to go through with, as well as to give a place to put a bunch of XY features and attractions.

They aren't. There are two clerks, one multi player, one single player. A good complaint would be "why no online", but it's not like we had online Contests in DPPt or online Musicals in BW/2.

Correct. It's why Platinum gutted it from the PAL versions, non-Asian versions of HGSS replaced it with Voltorb Flip, and every game since BW1 on hasn't had it at all.
However they really should've given some sort of replacement for ORAS considering it was a remake of a game that had a Game Corner.

From what I've heard, meanwhile in Japan, the gacha shit in mobile games are about to be banned there altogether because so many dumbasses there have destroyed their lives by spending every cent they have or taking out massive loans just so they can get that one character they want from the blind roll. Don't listen to >>26412413, the water where the player is surfing is only accessible from inside of Victory Road.
When you exit from Victory Road, there is that tiny spot where you can surf. But there's literally nothing to do there. Rocks surround it to where you can't leave that tiny area, no special Pokémon can be caught there, nor are there any hidden items.
