It's not that terrible, actually.
It's got STAB Hyper Voice which is a plus over generic Fire-type attackers, and, being a generic Fire-type itself, it's pretty much cursed with just using Hidden Power or Sunny Day + Solar Beam.
If it got Focus Blast or something, it'd be a pretty happy customer, too.
Because it's normal type, the most useless type in the game.
