When people talk about overdesigned pokemon of gen IV, a lot will point to Garchomp (though I would include a few others, duskboir being the second best example I feel) as the pinacle of that. It just has too many design elements, namely two color on the underbelly, the starburst on it's nose, the random spikes, and the oddly thin stripes on its legs and tail that don't serve to break up the color.
