Honestly, if it wasn't for X and Y, silver would be my least favorite (next to Brendan/may)
He just kind of comes off as an asshole who has too little development and a stupidly repetitive character- not to mention his team was lame and predictable, all standard 'bad guy' mons. Hell, I liked eusine a whole lot better.
HG/SS kind of expanded on his character, but you had to get the event celebrity to see any of it. There isn't anything about him that makes him stick, he just ends up being kind of forgettable.

He's memorable because he's the last asshole rival that actually gets development as he goes on. His Crobat is proof of him evolving as a character that you actually see unfolding. Also, his starter is out of its pokeball at the end, showing his bond.

Yeah, but that's only in HGSS. And he isn't the last asshole rival that gets development, he's just the last asshole rival. And believe me, as development goes, silver is pretty weak.
Especially when compared to Barry who, after a crushing defeat at the hands of Jupiter slowly learns to take better care of his Pokemon and not rush recklessly into things. This is also shown by how he fucking demolishes you at the elite four, using U-turn and baton pass to fuck with you lots.
And of course, Cheren and Bianca and N are all fantastic characters as the series goes.
The only thing I remember about silver is that he bitched and complained that you were better than him and that his team was basically all purple
