If the firsts are also full of legendaries, no one is offering that pokemon and I assume its because the game isn't new anymore.

I finished my pokedex by cloning my (legit) shiny Torchic and sending dozens of the flaming chickens off for legendaries and pokemon I couldn't be bothered finding, so I don't think it matters what stage the shiny is at. But personally I'd prefer the first stage, that way you register each stage as shiny.
