well, stat wise and type wise, it's the best starter ever. the design could have been far better though.
On the other hand, if you played Y, you would be better starting with froakie because between litleo and bravest burd, fire isn't that scarce anymore while good water is.

Why do you need a Fire-type to begin with in RBY? Steel doesn't exist, Ice is almost always paired with Water, and you have plenty of methods of dispatching Bugs/Grass-types.
