You should be asking that about Feraligatr, who suffers from his highest stat not matching his STAB, or Ice Beam, or Bite. You have to use Return or Earthquake if you want to make use of its Attack.
Typhlosion lucks out with Flamethrower and Thunderpunch (but that's all it gets), and Meganium can effectively use Razor Leaf, Body Slam, and Earthquake, as well as raise screens and heal.

Nothing really, but it has higher defense stats than attacj stats and therefore is seen as 'just a punching bag' even when it can work perfectly fine as an offensive mon in game.
It sucks for competitive though, but then again most starters do
