Timid Mega Manectric's SpA: 369
Timid Zebstrika's SpA: 259
Modest Zebstrika's SpA: 284
Life Orb Timid Zeb: 336.7
Life Orb Modest Zeb: 369.2
Timid Max Speed Zebstrika outruns Max Speed Base 115 (e.g. Raikou)
Modest Max Speed Zebstrika outruns Max Speed Base 100 (e.g. Charizard)
So Mega Manectric basically outclasses it in both SpA and Speed, with the only downside being that it takes up your Mega slot.
Timid Raikou's SpA: 329
You can see it as a tradeoff for Raikou if you want that Overheat, although the bulk is lacking.
Physical and mixed sets really hinder Zebstrika since you have Ground types that will be able to stand up to it much easier, as well as things like Slowbro that can take Wild Charges anyway and take advantage of Zebstrika's fragility and suicidal attacks (recoil, LO).
Not to mention, Thundurus can pull off the Electric/Ice/Fire (Incinerate) spread better, with the tradeoff of the Flying type weaknesses.
I don't think it's advisable to run it.

The moveset I ave to my Zebstrika (Not that I use it anyway) is
Adamant, 252 Atk/252 Speed
Sap Sipper, Life Orb
-Spark (Wild Charge + Life Orb would kill it after a turn)
-Facade
-Double Kick
-Flame Charge
Nigga gets Stomp, Pursuit, Me First and Quick Attack as well, you might be able to give some use to those moves, but you're probably better off using Electivire or literally any Electric type Pokémon for that matter

Zebstrika could use a niche buff. How about an exclusive electric move that can hit ground mons or something. Or I know! Give it the move "Electrocute" which is electric, 80 BP and has a 30% chance to burn.
Man... looking at it now on serebii what a goddamn shit show of a movepool.
Wild Charge is actually all its kinda got going for it. I cant find another move it can use that would actuall be kinda good.
It cant even Volt Switch for any decent kind of damage.
