I don't think it has ever been said in any materials, but I like to think that in the much happier world of pokemon, the ranchers who keep mareep use dog pokemon like herdier and growlithe not to keep the mareep safe necessarily, but to fight any wild pokemon that would show up and try to fight the mareep. They would try to keep mareep from fighting whenever possible since if they fight too much, they evolve and don't produce as much wool anymore.
