Pretty much, its best set is Choice Specs while Staraptor's a moderate yet underused time bomb in OU.

Guts boosted STAB Facade was really good until Gen 4 gave us so many new steel and ghost types and normal became one of the worst offensive types.

Pretty much. Staraptor has far better coverage too.
Swellow does get Boomburst and Heatwave, but sadly doesn't have the special attack to use it.
