Because it was gen 1. The gen 1 designs had to be simple and easy to distinguish their types. This is obviously normal type. Youre forgetting that this was one of the first ever Pokemon created.

Zebras don't have manes, tails, stripes or eyes like Zebstrika. Also, the body shape is different.
