Have you allocated more ram to thee account you are playing on? pixelmon is incredibly resourcce intensive, it really needs 3 gb of ram to run properly. Beyond that, there is the occasional lag spike on the server, but nothing that extreme, unless someone built a lag machine since i've been gone.

Currently set so that everyone's starter is shiny. As for their rarity outside of that, its the same as the games, but because of how pokemon spawning works you see a lot more pokemon in general than in the games, so encounter more shinies by sheer quantity of encounters.
