Water doesn't melt ice, temperature does. Because regular water is always going to be warmer than ice, ice in water usually melts.
However, because saltwater has a lower freezing point, seawater actually slows the rate of ice melting; water itself also maintains temperature much better than the atmosphere, so water loses and gains heat much slower than air. These are both reasons that icecaps can even exist.
The fact Ice-types can remain frozen regardless of where they are, implies they are capable of lowering the temperature around themselves. As such, upon contact water would freeze and only reinforce the ice of the Pokemon.
So, Ice-types resisting Water is as sensible as Water resisting Water.

The Ice-Water relationship is tricky.
You could have a reasonable argument for either of those having the advantage over the other, but it would either make Ice even more of an offensive force, which it doesn't need, or ruin it even more.
Best case would be to have Ice resist Water and that's it, but GF decided to go the other way

Water and Ice are the special equivalent to Ground and Rock with some tweaks. Both are essentially the same element, but Water and Ground are better defensively while Ice and Rock are better offensively; Water resists Ice, and Ground is super effective against Rock.
