I've found limited success with a Defog/U-Turn/Tailwind/Scald set.
It mainly works because nobody expects it to carry defog, and beats a lot of rock setters. Tailwind into U-Turn is just like a shitty Agility/Baton Pass combo, and Scald can burn.
Not great, but it can sorta work.

In doubles is great soak user in rain.
It's the only Storm Drainer that can learn Psych-up. Besides the general utility that move offers for matching walls, you can have it steal Quiver Dances from whatever else you use that learns it in doubles. Since it would function best on surf teams, a Lilligant with slight bulk would probably be what you want to steal those stats from. You can then proceed to get your surfs rolling after that.
