The very concept of adding a light type is the single most autistic thing the pokemon community has shat out.
They will never add it to the game because Fairy type exists- and not because they're equivalent- but because they would likely cover the same weaknesses/resistances.
For instance how fairy is strong against dark, light likely would be as well.
Fairy type was enough to change the metagame for the better. If they changed a few weaknesses and resistances around it'd be perfect, but they sure as hell aren't going to add a new type, not for a long time.

Light doesn't HAVE to be a counterpart to Dark. Although, people always bring up Fighting and Fairy, but I think it would be more interesting if Light was a counterpart in that they were both SE against each other.

Still, I think you bring up a good point with those moves which is certainly a damper on Light as a type. However it's significantly less than how far stretched Sound type is which always tickles my autism when people have it as the preferred new type over Light.
For instance Bug Buzz. How can you justify it not being a Sound move with Buzz in the name and how can you not justify it not a Bug move with Bug in the name.
What really discounts it as a type is that it's already a subclass of moves. Those moves have mechanics like passing subs. Would that just be an effect of the Sound type? No other type has that kind of effect. And what if Bug Buzz isn't retyped? Does it still have that effect?
TL;DR I think Light type still has way more of a chance than Sound type

For type matchups I think it could be good to buff/nerf a few things that need it.
Grass could even be immune to it as plants absorb light for energy. It would also be SE against it.
I also think it would be so much better if Light and Dark were actual counterparts and not just one trumping the other like with Fighting and Fairy. They could both be SE against each other.
Ice doesn't need another weakness. What it really needs is a resistance. You could say something like its crystalline structure reflects the light which is a thing that individual ice particles do
