Challenge does not means grinding for 4 hours in the first town to overcome a boss.
Therefore, you balance it out and give it a weakness that the player can exploit, rewarding skill instead of probability and grinding.

For rematches they should. For the campaign, the first gym after you get the mega whatever should have one and so on.
