Why do the 1st gen starter Pokemon feel out of place?

The only motivation in gen 1 was to make something cute. Everything else was designed by a focus group with company oversight and profit minded. I love gen 1 but I don't think it was the best design. You can tell they had no idea what they were doing and just got lucky. I think gen 7 is very out of place too.
To me it looks like Gen 2-5 was done by the same group of people or the same mindset. I think for gen 7 they said "forget everything you know about starters" and started from scratch.

It's because their eyes are so far apart with nothing in between them. Same with turtwig. It looks less weird if the eyes are on opposite sides of the head like snivy, cyndaquil, or popplio. And piplup's eyes are far apart, but they need to be for its beak. It would look very weird without its beak.
