Depends on how you want to look at it.
The only mons, besides Cosplay that can't be banked are White Kyurem and Black Kyurem. They're obviously accessible, though.
Assuming there are no restrictions on Gen 1 moves being brought up to Bank, we'll still be missing out on all the moves they can access in Gen 2 via Time Machine.
There are some oversights in Bank's design that prevent legit event Pokemon from being brought up. One that comes to mind is the TRU Arceus with Roar of Time and Spacial Rend.
I think the WSHMKR Jirachi is blocked, if shiny, even though that was possible to obtain with the disc.
